In the first elections of 1952, Congress had emerged as the largest party under Y S Parmar, the first chief minister of the state, by winning 24 of the total 36 seats, followed by the independent candidates, who had won 8 seats. ![]() In fact, in these three polls the independent candidates went home taking more seats (8, 16 and 7 respectively) than other parties including the right wing Bharatiya Jana Sangh (BJS), the parent party of the BJP. The Congress was the dominating party in the state after Independence, winning the first three assembly elections of 1952, 19 in a row as there was no other party which could come close enough to being truly called a runner-up. The two-party politics itself took time to evolve in the state. There has never been a third party in the state, strong enough to beat the other two. For the last many decades, it’s either Congress or Bharatiya Janata Party ( BJP) for them. Living the shadows of deities, the voters of Himachal Pradesh have been religiously following the twoparty system for a long time now. ![]()
